The electrical quadrupole Kondo effect is proposed as the origin of the unusual heavy electron behavior observed in UBe"1"3. The possible non-fermi liquid character of the quenched quadrupole moment ground state can lead to low temperature structural instabilities. Prospects for observing this novel Kondo effect in other cubic (and tetragonal) uranium, praseodymium, terbium, and thulium based intermetallics are discussed. Normal s-wave superconductivity will be enhanced by time reversal-invariant scattering off of a quadrupolar Kondo impurity; a rough lower bound of the transition temperature increase per impurity is estimated.
