In general, we can declare that the principles of democratic management and participation are basic elements in a planning process for these instruments and that, according to the consonance of subnational plans with the National Education Plan, they are also articulators of education in the municipality. The data analyzed make it possible to indicate that the Secretariat's Action Plan planning process is developed in a distinct and disputed manner, with the idea of a plan standing out as an end in itself and without articulation. | ||

In general, we can declare that the principles of democratic management and participation are basic elements in a planning process for these instruments and that, according to the consonance of subnational plans with the National Education Plan, they are also articulators of education in the municipality. The data analyzed make it possible to indicate that the Secretariat's Action Plan planning process is developed in a distinct and disputed manner, with the idea of a plan standing out as an end in
