Therefore, we have worked with bibliographical analysis and with document analysis involving legal instruments; and also publications of a non-governmental organization and statistical data from MEC and IBGE. It was found that, even with the expressive movement, from 2001, with the PNE, concerning the structuring of the planning culture in the municipalities through the education plans, there were adverse reactions on the part of the citizens. Statistical data has shown that the delays in attending to this movement were only overcome after the implementation of PNE/2014, but currently, these numbers still do not reach the total digits of existing Brazilian states and municipalities, demonstrating a great challenge to the new PNE. | ||

abstract |
The objective of this study is to discuss the space occupied by the municipal education plan in national agendas and learn how the legal provisions of its enforceability have had effects in the municipal educational field. At present, this plan has been constituted, before the instances of the area, as an instrument of effective municipal education based on the social quality, especially by favoring the construction of a contextualized teaching and attacking discontinuities of government actions. Therefore, we have worked with bibliographical analysis and with document analysis involving legal instruments; and also publications of a non-governmental organization and statistical data from MEC and IBGE. It was found that, even with the expressive movement, from 2001, with the PNE, concerning the structuring of the planning culture in the municipalities through the education plans, there were adverse reactions on the part of the citizens. Statistical data has shown that the delays in attending to this movement were only overcome after the implementation of PNE/2014, but currently, these numbers still do not reach the total digits of existing Brazilian states and municipalities, demonstrating a great challenge to the new PNE. |
