As a more general conclusion, it was observed that the CEEs feature, since their creation, a declining historical trajectory, whose effects are observed in these plans: in the absence of leadership for their preparation, in draining of the competences as bodies of the State Education Systems, and in terms of the fragility of the system in supplying its structure. | ||

As a more general conclusion, it was observed that the CEEs feature, since their creation, a declining historical trajectory, whose effects are observed in these plans: in the absence of leadership for their preparation, in draining of the competences as bodies of the State Education Systems, and in terms of the fragility of the system in supplying its structure.</subfield></datafield><datafield
