The word " technology " generally to methods and devices used by man in directing the affairs of life , and " information technology " Information Technology they search for the best means to facilitate access to and exchange of information and make it available to applicants quickly and effectively has seen the eighties of the twentieth century developments in personal computers and peripherals CDs also despite the fact that these developments in the foundation is not to serve people with disabilities , but they are with some localization has enabled people with disabilities have access to the information , which has resulted in information technology during the past few years for many of the software and hardware that facilitates the provision of information services for the visually impaired to communicate technology and the subsequent up informational and facilitate the process of distance education, He helped it to increase the chances of progress learning in front of the visually impaired , which helped them to gain independence movement, and the speed of communication, and control of the educational environment surrounding their investment potential to improve and raise the level of their performance of education and academic achievement, and increase their self-confidence and self-esteem through achieving independence in learning, and the development of problem-solving skills of their own. The provision of information services for individuals with special needs is an integral part of their formative scientific, educational, cultural and humanitarian and thus one of the ways and methods that work to bridge the gap of disability and the inability to compensate them by providing opportunities for distance education , so Providing information services based on the following grounds : Individuals with special needs have the right to be treated with the same amount of class and status are treated by other beneficiaries. Realization of the principle of equal opportunities by providing equal access for individuals with special needs to all sources of information and services that benefit other beneficiaries. Development of human resources of individuals with special needs through the advancement of cultural and educational abilities and mental and then mitigate the severity of the disability. That individuals with special needs have the educational and informational needs just like non-disabled individuals. Achieve the principle of full integration and overall for individuals with special needs in the community. There was an interesting early information service provided to people with visual impairment on the level of foreign and Arab world have begun turning scientific publishing since the nineties directions for new research about the effective use and productive technology of computers , storage media and modern communication network systems in production, conservation and dissemination of information and make it available to individuals with visual disabilities in particularly the use of the Internet and electronic text , as well as standards and legislation which should provide these services in their scope .
