abstract |
• Regulatory planning is often argued to be a bottlneck. We find that planning reforms intended to expedite planning do not lead to faster or or additional development thereby questioning the veracity of this argument. • By examining the planning reforms in Israel, which are typical of planning reforms in other western countries, we show they have negative externalities for farmland, agriculture and open spaces. • The Strategic Housing Plan, like other sectoral strategic plans, reverts planning to silo planning and reduces the publicity of planning. • Excessive planning may create a situation whereby by the time plans are built they will be outdated. |
